This position is located in the Audiology Service at the Robley Rex VA Medical Center in Louisville, Ky. The incumbent will serve as the Chief of Audiology Service in a 1 B facility. The duties and responsibilities will be carried out throughout the Medical Center and surrounding Community Based Outpatient Centers (CBOCs), including all clinical and patient care areas involved with the service. The incumbent manages substantive parts of the Medical Center that deliver specialized, complex, professional services and significantly impact the care provided to Veterans. The incumbent has broad and overall responsibility for the Service, general supervision of clinical and/or training programs, overall technical oversight and administrative oversight for all operations within the service. Responsibilities include, but are not limited to: Functions as an independent practitioner with clinical responsibilities and is fully responsible for all clinical decisions under the general oversight of the Chief of Staff or other delegated authority Develops, organizes, directs, manages, supervises, controls and implements policies and procedures for a complex service within the Robley Rex VAMC. Responsible for planning, assessing and evaluating programs to ensure proper coordination between care delivered by the service and the overall delivery of healthcare within the Robley Rex VAMC. Makes decisions that impact both clinical and clerical staff and other resources associated within the Service. These decisions are made with great autonomy. Responsible for developing and directing educational and training programs, negotiating affiliation agreements with academic partners and setting training objectives. Delegates responsibilities to subordinate service staff for planning and scheduling work, assigning work to employees, accepting, amending or rejecting completed work, assuring that production and accuracy requirements are met; appraising performance and recommending performance standards and ratings; assigning delineated scope of practice and current functional statements/position descriptions for staff members; approving leave; and effecting all levels of disciplinary measures. Assumes responsibility for determining budgetary goals and objectives at the Robley Rex VAMC into well-coordinated and controlled operations within the Service. Serves as a technical Subject Matter Expert to Human Resources for posting, interviewing, hiring, orientation and training of new staff within Audiology Service. Works with Human Resources in providing feedback, corrections and accommodations to employees as indications, following the rules outlined in the Master Agreement with the AFGE and Human Resources. Provides oversight for all quality improvement activities within the Service, assuring that the methodology and findings of these activities achieve the highest standards of ethical conduct. Always ensures confidentiality of patient information and takes immediate action to correct any breach of confidentiality. Coordinates the hearing conservation program and the BABA surgically implantable hearing aid program. Provides treatment interventions, including the analysis and fitting of advanced amplification technology, and develops coherent treatment plans. Interacts with Audiology and Medical staff to identify candidates for implantable hearing aids and arrange for the treatment and rehabilitation of the patient. Coordinates the tinnitus management program, providing evaluation and treatment of patients presenting with tinnitus. Incorporates new clinical procedures sufficient to perform clinical services autonomously. Keeps current with theory and practice through continuing education programs, journals, textbooks and other literature and in-service programs. Applies advanced knowledge, theories and techniques to a full range of complex populations to include, but not limited to, Traumatic Brain Injury (TBI) and Polytrauma patients. Serves as the Service's Educational Coordinator, providing orientation and training to new staff, as well as students completing their clinical rotation and 4th year externship students. Directs staff in providing training and feedback to students rotating through the VA and the affiliated training programs. Responsible for communicating with the affiliated training programs in selecting students that will rotate through the VA Plans all educational activities between the VA and the affiliated programs. Maintains a thorough knowledge of the processes for reusable medical equipment (RME), including knowledge of standard operating procedures which document the processes and procedures for cleaning, disinfections, sterilization and preparation of RME.
